Participation Eligibility

Entry forms for the Radiant Award evaluation process can be submitted by any organisation that abides by the rules, terms and conditions and is either a:

1 - Nominee that is a government organisation that operates an electronic identity scheme for, or provides smart eID technology-based services to citizens or residents.

or a:

2 - Nominating organisation (including technology solutions providers) that wishes to propose a nominee that is a government organisation that operates an electronic identity scheme for, or provides smart eID technology-based services to citizens or residents.

All Radiant Awards entry forms must be submitted in English and must be validated (finalised) by 27 November 2020.

Substantiating Claims with Evidence

Entries should be corroborated and substantiated, for example by independent audit or review and by performance data that provides evidence that design objectives have or will be achieved, and confirmation that standards are met.

For example:

  • For tokens designed to be used as eMRTDs (whether in card or booklet format), project entries should describe how PKI certificates are distributed to ensure PKI authentication is able to be undertaken across the identity ecosystem;
  • For national identity card tokens, project entries should describe the range of public and private sector agencies with whom citizens transact, the volume of those transactions, and how they are secured;
  • Where biometric enrolment is undertaken, project entries should detail actual transaction volumes and describe the audit and other controls that secure the enrolment process; and
  • All entries should include discussion of the privacy and data protection features of the solution.

Category Selection

Entrants for the Radiant Awards must choose, on the entry form, the primary category in which they wish to enter their submission. (Entrants can also choose a secondary category in which the entry could be considered. Therefore, the same entry can be submitted for consideration in 2 different categories.)

Entering Previous Winners

Any winning entry cannot be submitted for the same category in a following year, although it could be submitted in a different category. Here “same entry” refers to the same aspect of the same electronic identity scheme. However an electronic identity scheme that wins a Radiant Award may be eligible for submission to the same category in a following year if the scheme has undergone significant redevelopment with new capabilities and services. This will depend on the significance of the new development (determination of “significant” will be decided by the jury and their decision will be final).
